Introduction
In 1992
according to the regulation 2081/92, the European Union first adopted the system
for the protection of geographical indications and the designations of origin of
agricultural products and foodstuffs and according to the regulation 2082/92 the
rules on the certificates of specific character for agricultural products and
foodstuffs. In 2006 to improve the system, the above regulations have been
replaced by regulations (EC) 510/06 and (EC) 509/06 respectively, without
changing their scope and feasibility.
In
accordance with the aforementioned regulations and under the reorientation of
the Common Agricultural Policy (CAP), the farmers are encouraged to switch to
forms of integrated rural development through the diversification of rural
production. The producers on one hand (especially those of the less favoured and
remote areas) have the opportunity to promote their products with special
characteristics, getting better prices in the market and improving their income.
Consumers, on the other hand, are given the opportunity to buy quality products
and are offered guarantees for production, processing and
geographical origin of these products.
Definitions
Protected
Designation of origin
“Designation
of origin” means the name of a region of a specific area or in exceptional
cases, the name of a country used to describe an agricultural product or
foodstuff originating in that region, specific place or country, the quality or
the characteristics of which are essentially or exclusively due to the
particular geographical environment with its inherent natural and human factors,
and the production, processing and preparation of which take place in the
defined geographical area.
Protected
Geographical indication
“Geographical
indication” means the name of a region, a specific place or, in exceptional
cases, the name of a country used to describe an agricultural product or
foodstuff originating in that region, specific place or country, and which
possesses a specific quality, reputation or other characteristics attributable
to that geographical area and production, processing and/or preparation of which
take place in the defined geographical area.
Traditional
Speciality Guaranteed Product
The
“Traditional Speciality Guaranteed Product” means an agricultural product or
foodstuff with inherent characteristics and distinguishes from the similar
products in the same category consumed upon proof in the Community market for
many years from generation to generation. These special characteristics of the
product are due to its natural, chemical, microbiological or organoleptic
characteristics or even to the method or conditions of its production. Its
traditional character is based on the use of the raw material, the composition,
the production and/or processing method. In addition to aforementioned, the
designation to be registered should be special or express the special character
of the product.
In
Greece, since 1.6.2006, the Agricultural products Certification and Inspection
Organization (OPEGEP), bearing the distinctive title AGROCERT, has been
authorised to grant certification to enterprises, to carry out controls in
cooperation with the Directorates of the Rural Development of the Prefectures,
to ensure compliance with the specifications, to certify the products in
question as well as to keep a register of the enterprises approved for the usage
of PDO and PGI indications.
